Create Liquid Block Funding Mechanism

Description: Implement the funding logic for the Liquid Block, pairing HTLCs and sending them to the Liquid Network. Tasks:

Develop block-funding/ service to pair HTLCs.
Integrate with Liquid Network API.
Add confirmation and broadcasting functionality.
